XRP Ledger Foundation Gets a Democratic Makeover: Here's What's Changing

The XRP Ledger Foundation is being rebuilt from the ground up with a new governance structure designed to represent developers, validators, users, and the broader community, rather than operating under centralized control. Organizations including XRPL Labs, XRPL Commons, Ripple, and other prominent members of the XRP ecosystem recently came together to design what a more effective, inclusive, and visible foundation could look like.

Why Is the XRP Ledger Foundation Restructuring?

The overarching goal of this transformation is to provide long-term security, growth, and effective, decentralized contributions to the XRP Ledger Protocol (XRPL), a blockchain network that processes payments and settlements. The current foundation has decided to transfer its key assets to a new, independent entity that will operate with greater transparency and community input. This shift reflects a broader trend in decentralized finance (DeFi) and blockchain ecosystems toward more democratic decision-making structures.

As part of this process, the existing XRPL Foundation team has established a new Inclusive Financial Technology Foundation, which will focus on broader financial inclusion goals beyond just the XRP Ledger. The current foundation team will transition its responsibilities to new leadership, allowing the community-driven foundation to take the helm.

What Assets Are Being Transferred, and How Will Governance Work?

The new foundation will receive several critical assets from the existing foundation. These include the xrpl.org domain and website, XRP trademarks and brand guidelines, the UNL (Unique Node List) validator network infrastructure, GitHub repositories containing the protocol's code, and communication channels such as YouTube, Twitter, and the official blog.

The governance structure is being designed to represent the diverse interests within the XRP Ledger ecosystem. The initial board is expected to include representatives from XRPL Labs, XRPL Commons, community representation through a Community DAO (a decentralized autonomous organization, or DAO, is a blockchain-based entity governed by token holders or community members rather than a central authority), and Ripple. To ensure balanced governance and fresh perspectives, current discussions include adding an independent, democratically elected, rotating chairperson.

How Will the Transition Happen?

The foundation's restructuring is being rolled out in three stages, each designed to build trust and ensure the community has a voice in how the network evolves.

  • Stage 1: Secure Asset Transfers and Operational Transparency: The primary focus is ensuring the secure and orderly transfer of XRPL-related assets from the existing foundation to the new one. Assets will continue to be managed by the current foundation until the new foundation is fully prepared to handle them. The new foundation will also establish committees dedicated to memberships, audit and infrastructure, and will regularly publicize its activities to the broader community.
  • Stage 2: Expand Community Representation and Operational Responsibilities: The foundation will take on more operational duties, including creating a formal membership structure. The longer-term plan aims to include new members from various sectors such as large ecosystem players, exchanges, and universities, with future board members having authority to finalize decisions about adding new participants.
  • Stage 3: Explore New Initiatives and Expand Foundation Scope: The foundation will explore additional committees and potentially expand its scope to include research and development for the XRPL Protocol, grant distribution channels, and marketing and communications initiatives.

The transition is intended to expand grassroots participation and democratized governance, with the objective of continually broadening participation through formal membership structures that evolve alongside the community's needs.

What Does This Mean for the XRP Ledger Community?

This restructuring represents a significant shift in how the XRP Ledger ecosystem will be governed and developed. By transferring control from a centralized foundation to a community-driven model, the network aims to ensure that decisions about its future reflect the interests of developers, validators, users, and other stakeholders rather than a single organization. The emphasis on transparency, with regular updates and dedicated committees, signals an effort to rebuild trust and demonstrate accountability.

The changes also open the door to new initiatives that could accelerate innovation on the network. By establishing formal grant distribution channels and research and development committees, the foundation could support more projects and developers building on XRPL, similar to how other blockchain ecosystems fund ecosystem growth.

A Twitter Spaces discussion with representatives from XRPL Commons, XRPL Labs, Ripple, and other organizations is planned for the coming weeks to provide further insights and answer community questions about the transition. More detailed information about the charter, governance structure, and other specifics for the new era of the XRPL Foundation is expected to be released in the coming months.
