BIP-110 targets a real problem: inscription-based activity has driven up transaction fees and consumed block space, frustrating users who want to send plain monetary transactions. Proponents frame the proposal as a pragmatic tool to manage congestion. However, the data tells a more complicated story for miners. The inscription wave has generated significant fee revenue for miners at a time when mining economics are under pressure from rising hashrate and flat Bitcoin price movements.

The timing of this debate is particularly sensitive. Bitcoin's hashrate fell 7.9% in ten days to 908 exahashes per second (EH/s) in mid-July, forcing a 5% difficulty cut as miners diverted machines and megawatts to artificial intelligence and high-performance computing contracts. Removing the fee revenue from inscriptions via protocol-level filtering could inadvertently weaken miner profitability and, by extension, network security in the near term. The market would need to absorb that shift, and it remains unclear whether plain transaction demand alone can fill the gap quickly.

Why Does Saylor See This as a Slippery Slope?

Saylor's objection rests on a fundamental principle: once Bitcoin nodes or miners start deciding which transactions are legitimate based on content, the system loses its claim to being a neutral, censorship-resistant ledger. That quality, not just speed or cost, is what separates Bitcoin from legacy financial systems.

He warned that a filtering function, even if optional, could evolve into a compliance tool under external pressure. Regulators in multiple jurisdictions are already pushing intermediaries to block certain addresses or transaction types. A built-in blocking mechanism would make that job easier and create what Saylor calls a "controllable switch" that can be flipped by whoever holds influence over node operators. The timing is notable: lawmakers in Washington are wrestling with the structure of crypto regulation, and imposing content-based filters at the protocol layer would hand regulators a ready-made enforcement mechanism, whether they asked for it or not.

That mechanism just fired in the miners' favor, with the network's difficulty falling 5% to 127.17 trillion on July 11, its 14th adjustment of 2026 after the hashrate dropped 7.9% in ten days to 908 EH/s. The reset lifted hashprice, a measure of miner revenue per unit of computing power, by 12.5% to $31.1 per petahash per second (PH/s), though it remains 37.2% below its October 2025 peak.

Still, the conversation itself reveals tension lines that have been building since the Taproot upgrade made inscription-like use cases technically cheaper. The market isn't pricing in any change yet. Bitcoin trading remained steady, suggesting participants see this as a philosophical debate rather than an imminent fork risk.
